Whichever area of secure government you’re in, be it justice, borders, defence, immigration, or national security, the reality is becoming difficult to ignore. Cases are becoming more complex at a speed our systems were never built for.
Fragmented legacy platforms aren’t a new story, but the consequences are becoming visible in a way they never were before. We are seeing operational weaknesses, increased practitioner burden, and a growing risk to public safety.
Across every domain I see, the mandate rarely changes: Do more with less. Manage risk more vigorously. Be more transparent. Build services that are more user-centred.
We have relied on case management to be the engine of these secure environments for decades. But if we’re being honest, that engine has followed the same predictable pattern: record what's happened, move the case along, and then report upstream.
That will no longer do, as today's risks are increasingly dynamic and depend on data far more than ever before.
Modern-day case management is no longer just an administrative back-office function; it is the proving ground where risk is either mitigated or compounded, and where positive change is enabled. The system should be a bridge to better outcomes, whether it is managing a threat to national security or helping someone to resettle successfully after prison.
The digital detective: Fighting disconnected platforms
We expect practitioners to make life-altering decisions while working with disconnected platforms. Too often, they are forced to become digital detectives, stitching narratives together by pulling data from multiple systems rather than working from a single source of truth. All while case volumes and the complexity of information that needs to be understood safely, securely and quickly have increased at speed.
Solving this problem cannot be done by simply working harder or faster; it requires working differently.
This will require a shift in leadership and governance, certainly, but it also needs a fundamental reset of our technical architecture to ensure data actively serves practitioners.
Building for the Practitioner’s Reality
Many organisations are now rethinking how they invest time in case management. Simply ‘digitising’ an old process doesn’t work. To see real change, we need to be more outcome-driven and start building architecture that follows the natural path of a case.
Recovering Lost Time for Users
Clunky systems lead users to find workarounds; we’ve all done it at some point. But, crucially, these workarounds create data black holes where critical information continues to live in spreadsheets, email chains and in the minds of individuals rather than in the core system. This clearly blocks collaboration, but it also creates dangerous single points of failure and redundancy risks, where the 'truth' of a case is fractured across multiple versions that are not backed up or secure.
User-centred design has become a security requirement rather than simply good practice. Every time a caseworker moves sensitive data into an 'offline' form to save time, they accidentally create a security breach. If we were to design for the human reality of the job, all data would remain within a secure environment.
By mapping case journeys end-to-end, we connect practitioners' reality to the underlying technical layers. We can see how data truly flows, where the touchpoints and critical integrations are, and the architectural conditions needed for the system to work for the person using it.
Hypothesis-Led Design
A caseworker shouldn't need the skills of a data scientist to identify risk. We need to move beyond passive data entry and start building decision support where information can be sorted.
Hypothesis-led design allows teams to test assumptions in days rather than months, rather than starting the redesign process with a static list of requirements that might become unusable by the time building begins. It shifts the mindset from ‘what features do we want?’ to ‘what outcomes do we need?’ and thus creates the opportunity to build lightweight prototypes to prove or disprove theories before investment.
The fundamental goal is to surface risk as early as possible, so that effort is spent on decision-making rather than searching for information. We must reclaim control over our technical foundations by moving away from rigid, legacy setups and towards modular systems that automatically clean and verify data. This allows information to move securely within systems and between agencies without manual effort.
This creates the conditions for a genuine redesign blueprint, one that is led by need rather than legacy.
Releasing Capacity
We need to stop doing repetitive and routine tasks, and that’s why capacity release is so important. By using secure and responsible automation, for example, in identity verification and or triage, we can get impressive time savings for practitioners, which allows the focus to be on frontline priorities.
This isn’t about replacing human judgment; it’s about removing the burden of data processing. Automating gives us the capability to free up cognitive capacity for practitioners, so they can focus on high-risk cases that demand their full attention and professional experience.
The Bottom Line
We should shift our perspective. We have to move away from viewing case management as a digital paper trail and see it as the foundational infrastructure for public safety and support.
Whether that infrastructure is used to defend against national security threats, protect vulnerable people, or rehabilitate those on probation, the same approach should apply.
By fixing the disconnect between our data and practitioners, we create the clarity needed to match today’s threats and make the most of emerging technology.
